នៅព្រឹកថ្ងៃសុក្រ ៤រោច ខែបុស្ស ឆ្នាំរោង ឆស័ក ពុទ្ធសករាជ ២៥៦៨ ត្រូវនឹងថ្ងៃទី១៧ ខែមករា ឆ្នាំ២០២៥នេះ ឯកឧត្តម ថោ ជេដ្ឋា រដ្ឋមន្ត្រីក្រសួងធនធានទឹក និងឧតុនិយម និងជាប្រធានអាជ្ញាធរទន្លេសាប បានអញ្ជើញដឹកនាំគណៈប្រតិភូសមាជិកអាជ្ញាធរទន្លេសាប ដែលជាតំណាងក្រសួងស្ថាប័ន និងអាជ្ញាធរខេត្តពាក់ព័ន្ធ ធ្វើដំណើរទស្សនកិច្ចទៅកាន់តំបន់បឹងទន្លេសាប ដើម្បីចុះសិក្សាស្វែងយល់ពីបង្គោលព្រំការពារដែនព្រៃលិចទឹក និងព្រៃលិចទឹកតំបន់៣ សហគមន៍អភិរក្សជីវៈចម្រុះបឹងពារាំង និងស្ថានីយបូមទឹកសម្រាប់ផ្គត់ផ្គង់ទឹកស្អាតរបស់រដ្ឋាករទឹកស្វយ័តសៀមរាប ក្នុងសង្កាត់ជ្រាវ ក្រុងសៀមរាប ខេត្តសៀមរាប។

ក្នុងឱកាសនោះ ឯកឧត្តមរដ្ឋមន្ត្រី និងគណៈប្រតិភូអន្តរក្រសួងបានអញ្ជើញចុះពិនិត្យបង្គោលព្រំតំបន់៣ និងតំបន់អភិរក្សជីវៈចម្រុះបឹងពារាំង ព្រមទាំងជួបសំណេះសំណាលជាមួយសហគមន៍ទេសចរណ៍វប្បធម៌ធម្មជាតិបឹងពារាំង ដែលបង្កើតឡើងតាំងពីឆ្នាំ២០១៦ ស្ថិតនៅប៉ែកខាងត្បូងជាប់បឹងទន្លេសាបក្នុងតំបន់៣ ក្នុងភូមិសាស្ត្រសង្កាត់ជ្រាវ ក្រុងសៀមរាប ខេត្តសៀមរាប។

ឯកឧត្តមរដ្ឋមន្ត្រីបានបញ្ជាក់ឱ្យដឹងថា ក្នុងខេត្តសៀមរាប បន្ទាប់ពីការផ្ទៀងផ្ទាត់ធ្វើបច្ចុប្បន្នភាពឆ្នាំ២០២៤ ទំហំផ្ទៃដីបឋម តំបន់១ មានទំហំ ៦៦៧០០,៩០ ហិកតា តំបន់២ មានទំហំ ៩០៣៥២ ហិកតា និងតំបន់ ៣ មានទំហំ ១០០៨០៥,៦០ ហិកតា ព្រមទាំងមានបង្គោលព្រំតំបន់៣ ចំនួន ២៩៩បង្គោល ដែលត្រូវបានបោះចប់សព្វគ្រប់១០០% កាលពីឆ្នាំ២០២៤ ហើយនៅឆ្នាំ២០២៥នេះ ក្រុមការងារនឹងបន្តបោះបង្គោលព្រំតំបន់២ ចំនួន ៤៧២ បង្គោលទៀត។

ឆ្លើយតបទៅនឹងសំណូមពររបស់សហគមន៍ ស្នើសុំដើម្បីធ្វើការកសាងហេដ្ឋារចនាសម្ព័ន្ធនានា មានជាអាទិ៍ ប្រឡាយទឹក និងផ្លូវធ្វើដំណើរជាដើម ឯកឧត្តមរដ្ឋមន្ត្រីប្រធានអាជ្ញាធរទន្លេសាប បានលើកឡើងបញ្ជាក់ថា នៅក្នុងតំបន់៣នេះ ច្បាប់បានចែងយ៉ាងច្បាស់ជាតំបន់ហាមឃាត់ដាច់ខាត មិនអាចប៉ះពាល់បានទេ។

ក្នុងឱកាសនោះដែរ ឯកឧត្តមរដ្ឋមន្ត្រី និងគណៈប្រតិភូ ព្រមទាំងអាជ្ញាធរមូលដ្ឋានក៏បានធ្វើទស្សនកិច្ចនៅស្ថានីយបូមទឹកជ្រាវ ដែលបម្រើឱ្យការផ្គត់ផ្គង់ទឹកស្អាតរបស់រដ្ឋាករទឹកស្វយ័តសៀមរាប ស្ថិតនៅជាប់មាត់បឹងទន្លេសាប ក្នុងតំបន់៣ ក្នុងភូមិសាស្ត្រសង្កាត់ជ្រាវ ក្រុងសៀមរាប។

ឯកឧត្តមរដ្ឋមន្ត្រី បានស្នើឱ្យរដ្ឋាករទឹកស្វយ័តខេត្តសៀមរាបរៀបចំធ្វើបច្ចុប្បន្នភាពលើបរិមាណតម្រូវការទឹកស្អាតប្រើប្រាស់ប្រចាំថ្ងៃក្នុងខេត្តសៀមរាបនៅរដូវប្រាំង និងរដូវវស្សា ដោយធ្វើការសិក្សាទាំងតម្រូវការក្នុងបណ្តាញ និងក្រៅបណ្តាញ ហើយរាយការណ៍មកក្រសួងធនធានទឹក និងឧតុនិយម ដើម្បីជាឯកសារយោងក្នុងការធ្វើផែនការវិនិយោគនាពេលអនាគត៕

His Excellency Thor Chetha, Minister of the Ministry of Water Resources and Meteorology and Chairman of the Tonle Sap Authority, led a delegation comprising members of the Tonle Sap Authority, representatives from relevant ministries and institutions, and provincial authorities on an official visit to the Tonle Sap region. The objective of the visit was to study and assess the floodplain protection structures and the flooded forest areas of Zone 3, the community-based biodiversity conservation area in the Prek Pirang wetlands, and the water pumping station supplying clean water to the Siem Reap Autonomous Water Supply District in Chreav Commune, Siem Reap City, Siem Reap Province. During this visit, H.E. Thor Chetha and the inter-ministerial delegation inspected the boundary markers of Zone 3 and the biodiversity conservation area of the Prek Pirang wetlands. They also met with the Prek Pirang natural and cultural tourism community, established in 2016, which is situated on the southern side of Tonle Sap Lake in Zone 3, within Chreav Commune, Siem Reap City, Siem Reap Province.

The Minister reported that, following the 2024 update and verification, the total areas of the zones in Siem Reap Province are as follows: Zone 1 covers 66,700.90 hectares, Zone 2 spans 90,352 hectares, and Zone 3 encompasses 100,805.60 hectares. Furthermore, Zone 3 contains 299 boundary markers, all of which were successfully installed (100%) in 2024. Plans for 2025 include installing an additional 472 boundary markers in Zone 2. In response to requests from the community for infrastructure development, such as water canals and access roads, the Minister clarified that Zone 3 is legally designated as a restricted area. He emphasized that no developmental activities are permitted in this zone under the law. Instead, he advised the community to consider establishing settlements in Zone 1, which is more suitable for development. Lastly, the Minister, along with the delegation and local authorities, visited the Chreav water pumping station, which provides clean water to the Siem Reap Autonomous Water Supply District. This facility is located near the mouth of Tonle Sap Lake in Zone 3, within Chreav Commune, Siem Reap City.
